JIS Data Sources

This page will provide documentation for the sources of data for the JIS database.

Sources

The primary source of data on JIS certifications is the "JIS認証月度レポート" ("JIS Certification Monthly Report"), which is a series of booklets published monthly by the Japanese Standards Association. The booklets are available in a number of Japanese libraries, but are generally not available for an internet search by the general public.

The monthly booklets were complemented by the "JIS表示許可工場名簿" ("List of Factories Approved for JIS Certification"), which were published occasionally on a somewhat irregular basis. The list of certified factories is known to have been published in 1962, 1964, 1967, 1968, 1972, and 1982. Printed copies of the published list are available in some Japanese libraries.

These two sources are significantly different in the level of detail. The monthly reports are basically transactions applying to a particular company and product class, such as new certifications, suspensions, or revocations.

In contrast, the list of certified factories shows the cumulative JIS certification status for a company and product class, but only for those companies retaining JIS certification. Once a company's JIS certification has been released or revoked, it will be dropped from the next publication of the list.

We've used the word "cumulative" because an entry in the list typically includes the accumulated effects of multiple prior tests or events. It may show the JIS number and date from the original certification, an upgrade to "Strong" class from a later test, and a new factory address from the most recent change.

We will refer to the lists of certified factories as the JIS Certified List for the particular year. We were able to find scans of parts of the JIS Certified Lists (for a particular product class) on the CWC website.

Additional Sources

Some summaries of JIS certifications from the 1950s are available in "Factory Name List" publications, but with less detail than the later reports. We have summaries for 1955 and 1958 for certain JIS classes.

A summary of JIS certified companies in 1999 was published on the JISC website and is currently available as an archived website. This is by far the most convenient source for us, as the data is already machine-readable and can be readily translated. In addition, the data includes a wide range of product classes.

We are in the process of extracting the data from the web pages to create 1999 JIS Summary tables in this document. Please see the 1999 Summary section for the details.

The Japanese Industrial Standards Committee (JISC) offers a Database Search [External Link] website that allows searching for various JIS-related topics, including definitions of the JIS standards as well as currently active certifications.

JQA JIS Sources

In 2005 the JQA assumed responsiblity for JIS testing and publishes certifications on their website. Data on JQA certifications can be found at the JQA JIS My Page [External Link] website.

Unfortunately the JQA data is available only for active certifications. Once a company terminates their contract with JQA, the information on prior certifications remains available only for one year and then is expunged from the website. There are no known printed reports or other hard-copy backups for the JQA certifications, so it appears that once the data is deleted, there is no way to recover the historical information.

OCR Conversions

Our starting point for JIS certification data is typically a scan of a Japanese document. In order for us to work with the data, it must be turned into machine readable text so that it can be translated, and this requires the use of Japanese OCR software. Fortunately there are a number of websites offering free Japanese OCR conversions.

As with any OCR conversion process, there will typically be a number of errors due to unrecognizable characters. (Does anyone remember how bad the Google Patent pages were when they first came out?) In some cases we were able to fix errors by editing the scan with a graphics editor and rescanning certain areas, a time-consuming process that with sufficient patience may yield good results.

Annotations for Sources

The events table of our JIS database includes a "notes" field which will typically include the earliest source of the data, along with any relevant comments. The notes field uses abbreviations "MR" for Monthly Report, "FNL" for Factory Name List, "CL" for Certified List, and "SR" for Summary Report.

For example, a test first reported in the 1962 Certified List will be tagged "1962 CL".

When possible, the event data source in a database report will be a formatted as a link into the relevant section of this page.

Errata

It would be nice if we could assume that the official JIS publications were error-free — after all, it is a quality assurance organization! But it turns out that a number of errors have been found in the JIS Certified Lists, including examples of incorrect dates, misspelled company names, and even incorrect JIS numbers.

The list below will show the currently known errors.

• The 1962 Certified List for class B4630 lists Toho Kōki (東邦工機) with JIS number 6036 on June 25, 1958, but the correct number is 6039. This error was corrected in the 1964 and later reports.
• The 1962 Certified List for class B4630 lists Matsudo (松戸工具物) with JIS number 7001 on date 34.10.23, but the 1964 Certified List gives the date as 34.10.22. The 1962 report also shows the company with JIS 7002 for class B4614 on 34.10.22, so this is likely the correct date.
• The 1964 Certified List for classes B4604/B4606 includes JIS number 656 for TOP Kōgyō, but with a footnote ② indicating pipe wrenches. We think this is an error and that the footnote should be ① for adjustable wrenches. The footnote also mentions normal and strong grades and a 23 degree angle, which are typical specs for adjustable wrenches but not for pipe wrenches. Also, previously Nakajima Precision Forging was certified only for adjustable wrenches, and if they started making pipe wrenches they should receive a new JIS number. (Source: AA)
• In the 1964 CL the entry for JIS number 658 (Nippon Riki) has a footnote ② indicating pipe wrenches in both normal and strong grade and with a 23 degree angle. We think this is an error, and that the ② should be at the end of the line, or possibly not present at all. It's also surprising that pipe wrenches are added to the same JIS number, since Nippon Riki was previously certified only for adjustable wrenches. (Source: AA)
• The 1967 Certified List for class B4630 lists Hokuyo Sangyo (北陽産業) with JIS number 364147 on date 43.8.1, but the date should be 39.9.15 (September 15, 1964). (Source: CWC)

CWC

Historical information on Japanese tool companies can be found (in Japanese) at the コンビネーションレンチ･コレクション Combination Wrench Collection [External Link] web site. We will refer to this reference as "CWC" in the text.

Selected Monthly Data

The primary source for JIS information is the "JIS Certification Monthly Report" (JIS認証月度レポート) published by the Japanese Standards Association. This publication provides monthly updates for new certifications as well as suspensions, revocations, or other changes to the certification status of individual companies.

In this section we'll look at some examples of JIS data from the monthly reports.

Monthly Report 1952-01 JIS Certifications for Classes B4604 and B4605

Early JIS testing used different classes for adjustable wrenches based on the jaw offset angle, with class B4604 for 15 degrees and B4605 for 23 degrees.

The scan in Fig. 92 shows the first five JIS certifications in classes B4604 and B4605, as published in the January, 1952 issue of the "JIS Monthly Magazine".

Note that the heading only shows katakana for "Wrenches", and that the assigned JIS numbers and date for the tests are not reported.

The table below shows an approximate conversion of the above scan into Japanese text, with the JIS numbers and date filled in from later reports.

Comments on 1952-01 JIS Records

• Since the JIS classes are not reported, these tests are an unknown mix of B4604 (15 degree offset) and B4605 (23 degree offset). From later production we know that all of the companies made 23 degree wrenches except for Sanjo Kikai (JIS 655), so it's likely that only Sanjo Kikai was in class B4604.
• On January 30, 1954 class B4605 was folded into class B4604, so all of these JIS registrations are later reported in class B4604.

The scan in Fig. 93 shows a list of six companies with new JIS certifications for classes B4604 and B4606, as published on page 286 of the September, 1952 issue of the JIS monthly Report.

The scan was downloaded from the CWC website and comes with some useful annotations in red, providing the date and noting that one company had an earlier certification as well.

The scan in Fig. 94 shows the cover of the September, 1952 issue of the JIS Monthly Report, the original source of the JIS certification data shown above.

The table of names and addresses above shows the challenges of working with early published JIS data — there are no certificate numbers or dates in the original publication! The notations in red were added by the CWC site to provide the known context.

In addition, even the type of product (JIS class) is not stated, except for the caption identifying the table as just "renchi" (wrenches)! As it turns out, the registrations are for a mix of adjustable and pipe wrenches.

Obviously we will need more context to make this information useful, so we will begin with an OCR conversion and then try to supply the missing data.

We ran the above scan through a Japanese OCR conversion and (after much hand editing) have placed the output in the table below, with headers added for convenience.

Since there is no "Notes" field in the original document, we have added this field based on the discovered information, and have included the appropriate JIS class(es) B4604 (adjustable wrenches) or B4606 (pipe wrenches).

The comments below the table will explain how the JIS certificate numbers were filled in.

Comments on JIS 1952 Certifications for Class B4604

• The date (the same for all companies) was filled in based on the added notation (in red) on the scan, and agrees (plus or minus a day) with later records.
• The date Showa 27.5.13 corresponds to May 13, 1952. (Add 1925 to convert Showa dates.)
• The first company is Nittan Kōki (日鍛工器), and a quick check of the 1955 Factory Name List report shows that it received JIS number 1447 for class B4604 on May 13, 1952. The address here is for Takasu, an early factory.
• The second company is An'naka Kōgu (姿中工具) with a factory at Shijo in Osaka, and would presumably get JIS 1448 in sequential order. It also appears in the 1955 Factory Name List with a factory at 475 Shijo-cho and with the expected number 1448 in class B4604.
• The third company is the Naka Nihon Electric Company (日本電工業) with a Daiko factory in Nagoya, Aichi prefecture. The 1955 Factory Name List lists JIS number 1449 for the Shin Mitsubishi Electric Company with a Daiko factory in Nagoya, so we can be reasonably sure that this is the same factory with a change of the company name. This company makes pipe wrenches, class B4606.
• The fourth company is Matsusaka Iron Works (松阪鉄工所) with an address at 200 Daigakukakibana in Matsusaka City, Mie prefecture. The 1955 Factory Name List lists Matsusaka Iron Works with JIS 3064 for pipe wrenches, known from later reports have a 1954 date. If the JIS numbers are being listed sequentially, this would assign 1450 to Matsusaka, and since the company made pipe wrenches in 1954, we are assuming that it made pipe wrenches in 1952.
• The fifth company is Daidō Kōki (大同工機) with an address at 4-33 Daikai-cho in Osaka, which would get JIS 1451 in sequential order. When we check the 1955 Factory Name List, there is no Daidō company, but there is a Shin Sanda Kōgyō with an address at 4-32 Daikai-cho, which received JIS 2722 for class B4606 on November 16, 1953. We think it's likely that Daidō Kōki changed its name to Shin Sanda Kōgyō, and may have discontinued making adjustable wrenches in favor of pipe wrenches.
• The sixth company is Toho Kōki (東邦工機) with an address at 114 Shinke-cho in Osaka. The 1962 Certified List notes that Toho Kōki received JIS 1452 for class B4606 on May 12, 1952, with an address at 114 Shinke-cho, but with a different description of the city section that probably indicates a civic reorganization. (The annotation in red in the scan is for an earlier JIS 657 registration by Toho Kōki in class B4604.)
• Since all but two of the JIS numbers have been verified and fall into sequential order, we think it's highly likely that the other two are sequential as well.

Monthly Report 1952-11 Certifications for Class B4630

The scan in Fig. 95 shows a list of seven companies with new JIS certifications for class B4630, as published on the CWC website.

As was the case with the previous scan, there are no certificate numbers or dates, but the CWC site has added a caption indicating the certification date as November 10, 1952.

The small caption above the table at the right dates the list as November 20, 1952, which we take as the likely publication date.

These are well known companies (and certifications) so we could simply look up the JIS numbers.

We tried to get clean OCR conversions for the addresses, in order to capture the place names as presented in 1952, but there were many errors. We're attempting to fix them by hand.

Monthly Report 1953-09 Certifications for Akashi and Yamaco in Class B4605

The scan in Fig. 96 shows the JIS certifications for Akashi and Yamaco in class B4605, as shown on the CWC website.

The CWC site notes that this record was published in the Monthly Report for September, 1953.

The B4605 class for these certifications was used in early JIS testing and indicates an adjustable wrench with a 23 degree jaw angle.

No test date or JIS numbers are provided, but Akashi was later published with JIS 2354, and Yamaco is known to have received 2356. Why aren't they sequential? Maybe there was an intervening company with a wrench in class B4604.

On January 30, 1954 all adjustable wrench tests were folded into class B4604 with notes to indicate the jaw angle, and Yamaco's certification would have been converted to B4604.

Monthly Report 1955-09 JIS 4248 for Maeda in Class B4636

The composite scan in Fig. 97 shows a set of three separate JIS certifications for Maeda, as published on the CWC website.

The first record is for JIS 4248 in class B4636 (socket wrenches) and is dated 30.9.6 (September 6, 1955). The table below shows the OCR conversion for the first record, and the others are shown in later figures.

The scan in Fig. 98 shows JIS certification 6159 for Asahi in class 4630, published as part of a compilation for Asahi on the CWC website.

The block of white text at the top translates as "JIS display permission factory permission status".

This document doesn't give the exact date for the certification, but instead the two lines at the right give the date range as Showa 33.8.15 to 33.9.15 (August 15, 1958 to September 15, 1958), presumably the dates for this monthly report. We have used the earlier date for the record and flagged it as estimated.

The company name and address are readable but too small for an OCR conversion, but we recognize it as Asahi Kinzoku Kōgyō at the Fuse factory in Osaka prefecture.

Monthly Report 1963-01 JIS 9181 for Maeda in Class B4632

Please refer to the Maeda Scans for the original records. The table below shows an OCR conversion of the second record for JIS 9181 in class B4632, which is dated 38.1.29 (January 29, 1963).

• The original document provides a date range from Showa 38.12.17 to 39.1.27, but the exact date of 38.12.16 for JIS 9785 is known from a later report. (Add 1925 to convert Showa dates.)

Please refer to the Maeda Scans for the original records. The third record is for JIS 9883 in class B4630 and is dated 39.2.18 (February 18, 1964).

The notes indicate spear shape (suffix "S") in normal and strong grades (suffixes "N" and "H").

This certification turned out to be important in tracing an otherwise obscure business succession, as JIS 372165 was transferred when Shin Nihon Tankō acquired Kita Nihon, and later was transferred to Asahi Kinzoku.

Monthly Report 1984-03 JIS 1448 Release by An'naka Kōgu

Comments on 1984-03 JIS 1448 Release Record

• The two Showa era dates are for March 5, 1984 and May 13, 1952. (Add 1925 to convert Showa dates.)
• The fourth column shows the company name "安中工具" or "An'naka Kōgu", and the fifth column gives the address as "大阪東大阪市四条町 18-14" or 18-14 Shijocho, Higashi-Osaka City, Osaka.
• The last column has a series of footnotes, with "monki renchi" as the heading. The first line notes fully forged 23 degree angle in strong grade, and the second line notes fully forged 23 degree normal grade. The bottom line notes that the lower jaw is forged for the 23 degree angle.
• Although this record notes certification for "strong grade" (強力), none of the JIS summaries document strong grade for JIS 1448.

Monthly Report 1984-04 JIS Revoke for Toho Kōki Factory Move

This next record is one of the most interesting examples of JIS transactions at work, as it simulataneously revokes all of Toho Kōki current registrations due to an impending move to a new factory. In the process it also provides a snapshot of the current state, which includes some information we didn't have before.

The scan in Fig. 108 shows the JIS record revoking all of Toho Kōki's registrations due to a factory move, as published on the CWC website. The form is relatively simple and the fourth column shows the Toho Kōki name 東邦工機 on all lines, along with the current address.

The table below shows an approximate conversion of the scan into Japanese text.

Apart from the comments noted below, most of the form is without controversy, and the data has been entered into the JIS database as a "Revoke" transaction for each JIS number and class, on the stated date of April 11, 1984.

We think that transactions of this type should be quite common in the JIS Monthly Reports, as many companies are known to have changed their factories after receiving JIS certification.

Comments on 1984-04 JIS Revoke Record

• The first interesting observation is that JIS 657 is listed as covering both classes B4604 (adjustable wrenches) and B4606 (pipe wrenches). Originally these two classes had separate numbers, with 657 for class B4604 issued on June 28, 1951 and 1452 for class B4606 issued on May 13, 1952. None of the JIS summary reports that we've seen thus far (2024) have shown these two classes joined under 657, so this part is news already.

  Having the two classes joined onto 657 implies that there should have been an intervening JIS record to explain the change, and then a record to revoke the 1452 class B4606 registration. We haven't found these records yet, and the JIS 1452 registration was still in effect in the 1964 Certified List.

• The next observation is that an old error has come back to life — when the registration for class B4630 was originally issued on June 25, 1958, the JIS number was incorrectly reported as 6036 instead of 6039. It was incorrect in the 1962 Certified List, but then corrected in 1964, 1967, and 1982. And now the error is back.

• And as one additional observation, previously we didn't have documentation for the JIS 566035 and 566036 registrations, but now we at least know they happened on June 18, 1966.

Monthly Report 1985-06 Restore JIS 657 After Toho Kōki Factory Move

This next record is a follow-up to the previous example, as Toho Kōki's registrations for classes B4604 and B4606 are restored after completing the factory move.

The table below shows an approximate conversion of the scan into Japanese text. This data has been entered into the JIS database as a "Restore" transaction on June 13, 1985.

As a side note, JIS 566035 was restored on October 16, 1985, but due to data limitations we didn't learn about it until the 1999 summary.

Comments on 1985-06 Restore JIS 657 Record

• The Showa date 60.6.13 is for June 13, 1985. (Add 1925 to convert Showa dates.)
• The address is for the new factory in Yamatokoriyama.
• Note that both classes are now offered only in "Strong" (強力) grade. Before the factory move both Strong and Normal grades were produced.

Monthly Report 1992-03 Transfer of JIS 379123 to Dia Seiko

This next record is an unusual case of a transfer of an earlier JIS registration to the successor company a number of years after a reorganization. In 1984 Inoue Seisakusho was having financial problems and was reorganized into Dia Seikō, and eight years later the new company was able to transfer an earlier JIS certification.

Comments on 1992-03 Transfer of JIS 379123 Record

• This record includes two dates, Heisei 4.3.17 for March 17, 1992 and Showa 54.10.2 for October 2, 1979. (Add 1988 to convert Heisei dates, 1925 for Showa dates.)
• The original JIS registration applied to the three classes B4630, B4632, and B4651. Although this record doesn't explicitly state the class, the 1999 SR shows JIS 379123 for Dia Seiko in all three classes.

In 1955 the JIS administration published the first edition of the JIS工場名簿, commonly translated as the "JIS Factory Name List". This publication was a directory of all factories with JIS certifications for a wide range of product classes.

The scan in Fig. 111 shows the cover of the 1955 Factory Name List, as published by the Japanese Standards Association.

As might be expected for a first edition, there are some limitations in the data presented. In particular, the test dates for the certifications are omitted, and there are no notes such as jaw angle or "heavy" grade to describe the tested products.

In 1958 the Japanese Standards Association published its second "Factory Name List" as a summary of current JIS certifications. The report was similar to the previous edition and did not provide the test dates, but product notes were included for certain classes.

1962 JIS Certified List

In 1962 the Japanese Standards Association published the first JIS表示許可工場名簿 or "List of Factories Approved for JIS Certification". As with the previous Factory Name Lists, this was a directory of the factories with JIS certification in effect at the time.

For brevity we will refer to these reports as the "Certified List" in the particular year.

The scan in Fig. 125 shows the cover of the 1962 Certified List, as published by the Japanese Standards Association.

The 1962 Certified List was a substantial improvement over the previous summary publications, as it included the dates for the certifications and provided notes describing the tested products.

We have extracted data from the 1962 Certified List for classes B4604/B4606, B4614, B4623-B4625, B4630, B4631, B4632, B4636-B4641, and B4643, which are presented in the figures below.

1982 JIS Certified List

The 1982 JIS Certified List corrected one of the worst omissions of the 1967 list by restoring the test dates, but then introduced another serious deficiency by leaving out the product notes. And ironically a number of the scans have a heading with numbered circles providing a key to the JIS classes, but since the notes were omitted we don't even know the product class, except by reference to earlier or later reports!

1999 JIS Summary Website Archive

In 1999 the JISC website published the JIS certifications in effect at that time, at least for a brief time. But it was long enough for the pages to be archived, and as a result we have online access to this data. We'll refer to this resource as the 1999 JIS Summary.

This data is much easier to work with for us — since everything is already in machine-readable text, no OCR conversion step was necessary.

The 1999 data is organized somewhat differently than the earlier reports. In particular, the data is broken out by reporting region, and no footnotes are provided to indicate the product characteristics (e.g. strong grade).

In addition, the data is grouped by a product super-class combining several JIS classes.

Since the reporting region is not relevant for our purposes, we have folded all of the regions into one table.

The oddball class 00225 needs some explanation. In 1998 the JIS standards for socket wrenches were revised to classify tools based only on drive size, using class B4636-1 for 12.7mm square drive and class B4636-2 for other square drive sizes from 6.3 to 25mm. Prior to 1998 socket tools had been tested based on functional groups (sockets, ratchets, extensions, etc.) without regard to drive size, and apparently some of the prior tests that couldn't be grouped into the new classes were placed in 00225 instead.
